Royal Government Forms Inter-Ministerial Committee for Foreign Labor Inspection

PHNOM PENH: The Royal Government of Cambodia established an inter-ministerial committee for foreign labor inspections on 5 December 2022, with Minister of Labor, Ith Samheng, as president.

According to the details of the decision made by the Royal Government, released on Friday, 23 December 2022, the Permanent Secretary of State of the Ministry of Interior, Sak Setha, has been appointed as the inter-ministerial committee’s First Vice President, while six other officials have been appointed as vice presidents: Secretary of State of the Ministry of Interior, Sok Phal; National Police Commissioner, Neth Savoeun; Secretary of State of the Ministry of Interior, Bun Hon; Secretary of State of the Ministry of Justice, Keng Somarith; Secretary of State of the Ministry of Labor and Vocational Training, Sovann Vannaroth; and Secretary of State of the Ministry of Interior, Chou Bun Eng.

In addition, the committee is made up of 12 other members of the Ministry of Interior and the Ministry of Labor: Neou Leakna, Prak Sam Oeun, Kirth Chantharith, Seng Sakda, Keo Vanthan, Dy Vichea, Sovanna Pisakha, Suong Sangva Vuthy, Chuob Narath, Has Sotha, the Provincial Police Commissioner, and the Director of the Provincial Department of Labor and Vocational Training.

This inter-ministerial committee was established to strengthen foreign labor inspection in Cambodia, make it more effective under the laws and regulations in force, enhance the work of foreign labor inspectors and disseminate the relevant response measures across enterprises, casinos, and clubs to combat all forms of human trafficking, labor trafficking, sex trade, and illegal gambling in the country.

The committee must also conduct inspections of enterprises, casinos, and clubs in the event that any offense related to illegal gambling, online fraud, human trafficking, labor trafficking, sex trafficking, money laundering, or more, are recorded, as required by the applicable laws and regulations in force.

At the same time, the committee is also responsible for disseminating the principles and measures that must be followed, in regard to the inspection of foreign labor, by the owners or directors of enterprises, casinos, and entertainment clubs, to ensure that they have full understanding of the laws and regulations and can participate in their implementation.

The committee’s vice president and Secretary of State for the Ministry of Interior, Sak Setha, further stressed that the president, vice president, and members of the inter-ministerial committee have the authority to direct subordinates to engage in the work as necessary.
